Full-Fibre Broadband Reaches Most of the UK — but Take-Up Tells a Different Story

Britain has built full-fibre broadband faster than almost anyone expected. Persuading households to actually use it has proved considerably harder.

Britain’s full-fibre rollout has become an unusual kind of policy success: one where the construction target is being met comfortably and the adoption target is not. Full fibre now passes 78 per cent of UK premises, around 23.7 million, up from 69 per cent and 20.7 million a year earlier. Gigabit-capable coverage of any technology stands at 87 per cent. By any historical standard for British infrastructure delivery, this is fast.

The take-up figures are where the picture complicates. Only 42 per cent of premises able to receive full fibre have actually taken it — about 10.6 million connections, up from 35 per cent. Gigabit take-up across all technologies sits at 56 per cent. Which means the majority of households with a full-fibre line available at the kerb are still using something slower.

Why households do not switch

The reasons are mundane, which is precisely why they are hard to fix. Many households are mid-contract and switching early carries a fee. Many do not know full fibre has arrived, because civil works in a street do not come with a clear notification that the available product has changed. And a significant number are satisfied with what they have — a household streaming video on two devices does not experience a bottleneck on a 70 Mbps connection, so the benefit of upgrading is theoretical.

There is also a terminology problem of the industry’s own making. Years of marketing described part-copper connections as fibre broadband, so a household told that fibre is now available may reasonably believe they already have it. The detailed coverage and adoption data is published annually by Ofcom in its Connected Nations report, released on 19 November 2025 using data from July 2025.

The remaining hard cases

Around 44,000 premises still cannot receive what is classified as decent broadband. That number is small in national terms and stubborn in practical terms, because the premises remaining are the ones where commercial deployment economics never worked — isolated properties, difficult terrain, long distances from any existing infrastructure.

These are the target of Project Gigabit, the subsidy programme for areas commercial rollout will not reach. As of 16 July 2026, the programme had 838,490 premises under contract with 287,510 built. The distance between those two numbers is the honest measure of where the programme stands: contracting is well ahead of construction, and the build phase for the hardest premises is by definition the slowest part.

Mobile is nearly universal, with caveats

5G coverage now reaches between 94 and 97 per cent of the UK depending on the measure used, and the range itself is informative. Outdoor coverage from at least one operator is high; coverage from all operators, indoors, at usable speeds, is considerably lower. For consumers the practical experience depends on which network they are on and where they stand, which is why headline coverage percentages generate scepticism among people whose phones do not work at home.

What the take-up gap costs

An unused connection generates no revenue, which affects the investment case for the next phase of build. Network operators funding fibre construction against projected subscriber numbers face a genuine problem if adoption in completed areas runs well below forecast, and that problem eventually shows up as slower deployment elsewhere. The coverage success and the take-up shortfall are therefore not independent stories.

For households, the practical advice is narrow but worth acting on. Check what is actually available at your address rather than assuming, since availability changes without notification. Check your contract end date before switching, as early termination fees frequently exceed the first year of savings. And be sceptical of speed tiers well beyond your actual usage — the meaningful upgrade for most households is the shift from copper-dependent to full fibre, not the difference between a 500 Mbps and 1 Gbps package.

Britain built the network considerably faster than its critics expected. The remaining task is less glamorous than digging: explaining to 14 million households why the thing outside their door is worth connecting to.
